What the DMCA is, why a host run from Panama does not act on its notices, what the policy leaves in force, and how many dedicated-server hosts advertise it.

**Quick answer — What does "DMCA ignored" mean for a dedicated server?**

For a dedicated server, "DMCA ignored" means a DMCA notice never takes the machine offline or deletes its content. A DMCA notice is a US copyright takedown request. **Ironatoll** answers to Panamanian law and Panamanian court orders only. Spam, phishing, malware, botnets, attacks and CSAM still lead to suspension. Offshore dedicated servers from $63.68 per 30 days. No KYC, paid in crypto.

## What is the DMCA?

The DMCA is the Digital Millennium Copyright Act, a United States law. Public Law 105-304 of 28 October 1998 added section 512 to the US Copyright Act, codified as 17 U.S.C. § 512.

Section 512 limits the liability of online service providers for material their users store. The US Copyright Office calls these limits "safe harbors". To keep one, a host that gets a valid notice must act expeditiously to remove or disable access to the material. That duty is notice-and-takedown.

A valid notice has six parts under § 512(c)(3): a signature, the work, the material and where to find it, contact details, a good-faith statement, and a statement of accuracy under penalty of perjury.

## What does DMCA ignored mean in practice?

It means a DMCA notice, on its own, never changes anything on your server. No file is removed, the machine is not suspended and your account details are not passed on.

**For a dedicated server, DMCA ignored means a US takedown notice is answered with Panamanian law, not with a shutdown.**

In the words of the US Copyright Office, a provider's response to a takedown notice is always voluntary. It adds that a provider, regardless of where it is hosted, is never obligated to comply. Complying buys the US safe harbor against money damages. A host that answers to another country's courts works under that country's law instead.

## Why does Ironatoll not act on DMCA notices?

Because Ironatoll is not a US company, and its courts are in Panama. DomaineGoat LLC is registered there, so a US notice is a letter, not an order.

Its policy, word for word: DMCA ignored: no DMCA notice, and no other foreign copyright notice, leads to any action on our side. Panamanian law and the orders of Panamanian courts are the only authority we answer to.

Copyright is protected in Panama. Its statute is Law No. 64 of 10 October 2012 on copyright and neighbouring rights. Panama has applied the Berne Convention since 8 June 1996 and the WIPO Copyright Treaty since 6 March 2002 (WIPO Lex). A rightsholder with a real claim takes it to a Panamanian court, and Ironatoll follows that court's order.

## What does DMCA ignored not mean?

It does not mean copyright stops existing, and it does not mean anything goes. Three limits stay in force.

1. **The datacenter's law.** Ironatoll is run by DomaineGoat LLC, a company registered in Panama, and answers only to Panamanian law. Each server’s datacenter, for its part, is bound by the law of the country it stands in. A court in the datacenter's country acts through the datacenter, under its own law.
2. **Panamanian courts.** An order of a Panamanian court is followed, about copyright or anything else.
3. **The acceptable use policy.** Spam and bulk email, phishing, malware and botnet control, DDoS and other attacks, scanning or brute-forcing systems that belong to others, booter and stresser services, carding and fraud, child sexual abuse material, cryptocurrency mining and any service to sanctioned people or companies are all forbidden.

**DMCA ignored is a rule about which law answers a complaint; it is not a licence to host other people's work.** The full list of bans is on [what is not allowed on an Ironatoll server](https://ironatoll.com/acceptable-use/ "Ironatoll acceptable use policy").

## What happens when Ironatoll receives a DMCA notice about my server?

Nothing happens to your server. Ironatoll does not delete files, suspend the machine or hand over your details because of a DMCA notice or any other foreign copyright notice.

Two things do lead to action:

- **An order of a Panamanian court.** Without one, no record leaves Ironatoll.
- **A banned use.** A server used for spam, phishing, malware, botnet control, attacks or child sexual abuse material is suspended.

What could be handed over is short, because so little is kept: No logs: we keep no connection logs, no traffic logs and no IP addresses of visitors or customers, on the website, the dashboard or the servers. The full list is on [can my hosting provider see the data on my dedicated server](https://ironatoll.com/can-my-host-see-my-data/ "What a dedicated-server host can see and keep").

## How many dedicated-server hosts ignore DMCA notices?

**According to Ironatoll's check of 30 October 2026, 4 of 34 active dedicated-server hosts advertise that they ignore DMCA notices.**

The wording varies from host to host. Some say they ignore every foreign copyright complaint. Others judge each complaint under the law of the server's country, which is a different policy. Read the terms, not the banner. ## Does the DMCA apply outside the United States?

Not as law: the DMCA is a US statute, and its safe harbor protects providers against US damages. Notices still travel abroad. The US Copyright Office tells rightsholders they can send one to a site hosted outside the United States.

The same page points to two other routes. A website that targets US users could be liable under US law. And when a foreign provider does not respond, the rightsholder may turn to the law of the country where the site's owners are. Several countries run their own notice-and-takedown systems, with their own safe harbors.

## Does DMCA ignored protect me, the server owner?

No. It describes what the host does with a notice, not your own legal position. A rightsholder can still sue in Panama, in the datacenter's country or in your own country.

The server's policy keeps a US notice from taking your machine offline. Your own country's copyright law still applies to what you publish. ## DMCA ignored dedicated servers: common questions

### Does the DMCA apply internationally?

No. The DMCA is a United States law, and its notice system is the condition of a US safe harbor. Other countries have their own copyright laws and, in some cases, their own notice rules.

### Is DMCA ignored hosting legal?

For the host, yes: the US Copyright Office says answering a takedown notice is always voluntary. It does not make infringing content legal, in Panama or anywhere else.

### What does DMCA free mean?

Hosts use "DMCA free" and "DMCA ignored" for the same idea: US takedown notices do not remove content. At Ironatoll, only Panamanian law and Panamanian court orders apply.

### Will Ironatoll hand over my details after a DMCA notice?

No. Your records go to nobody unless a Panamanian court orders it. Ironatoll keeps no connection logs, no traffic logs and no IP addresses of visitors or customers.

### Is DMCA ignored the same as ignoring abuse reports?

No. The rule covers foreign copyright notices and nothing else; a server that sends spam, hosts phishing or malware, controls a botnet, attacks others or carries child sexual abuse material is suspended.

### Can I run a Tor exit relay on a DMCA ignored dedicated server?

Yes. Tor exit relays may run on our servers, and so may middle relays and bridges. The bans on spam, malware and attacks still apply to the server itself.

**Rent a dedicated server under Panamanian law** DMCA ignored, no logs, Tor exits allowed, from $63.68 per 30 days. No KYC: no ID, no selfie, no documents. Paid in crypto.
